The third Tsinghua University World Forum on The Rule of Law was successfully held

On October 16, the third Tsinghua University World Forum on the rule of law, hosted by Tsinghua University and undertaken by Tsinghua University Law School and Yingke Law Firm, was solemnly opened in the form of an online conference. Li Shaoping, vice president of the Supreme People’s court, and Wan Chun, vice-ministerial full time member of the Supreme People’s Procuratorate, were invited to make keynote speeches at the opening ceremony. Peng Gang, vice president of Tsinghua University, Shen Weixing, Dean of Tsinghua University Law School, and Mei Xiangrong, founding partner, director and director of the global board of directors of Yingke Law Firm, delivered speeches. Eight vice presidents of colleges and universities, 28 deans/ vice deans of law schools, and more than 30 senior scholars and practical experts from various countries attended the opening ceremony of the forum. The opening ceremony was presided over by Gao Simin, deputy dean of Tsinghua University Law School. The forum has been viewed nearly 18,000 times.

On behalf of Tsinghua University, Peng Gang extended a warm welcome to all the guests. He said that it is an important task to bring the optimization of business environment into the orbit of legalization. Tsinghua University has always attached great importance to the development of law discipline, encouraged law research to serve the goal of building a modern country ruled by law, and supported the law school to actively integrate into the global legal construction process. Peng Gang said that the Law School of Tsinghua university should continue to run the world Forum on the rule of law, make full use of the forum to build a high-end dialogue platform, focus on the frontier issues of the rule of law, strengthen the cooperation of legal talents, improve the level of open education, help the development of the world’s rule of law, and strive to become the highland of Tsinghua’s liberal arts development.

Li Shaoping said that optimizing the business environment is an important measure for China to comprehensively deepen reform and opening up, improve the legal construction of the market, enhance competitiveness, enhance market vitality and stabilize social expectations. In recent years, the Central Committee of the Communist Party of China attaches great importance to the optimization of business environment. Through continuous efforts, the state-owned business environment in China has been significantly improved. He said that the Supreme People’s court attaches great importance to the optimization of business environment. Based on the judicial function standard and driven by reform, the Supreme People’s court actively participates in the optimization of business environment, and promotes the establishment of a legal business environment connecting with the international market. He said that it is necessary to extensively build consensus on cooperation, continuously strengthen experience exchange, continuously deepen practical cooperation, and consolidate the legal basis of the business environment.

Wan Chun said that the theme of this forum is just in line with the current background, which is conducive to promoting economic development and improving people’s well-being. Under the overall goal of comprehensively promoting the rule of law, China has continuously optimized the business environment with powerful legal measures. Wan Chun said that as the state’s legal supervision organs, Chinese Procuratorial organs have played an active role in safeguarding the legal business environment and serving six aspects of stability and security by performing the four procuratorial functions of criminal, civil, administrative and public interest litigation. He said that a good legal environment is a fundamental project to improve the business environment. The Procuratorial organs will strengthen cooperation with Tsinghua University and other colleges and universities to jointly study and solve the difficult and complicated problems in creating a legal business environment.

Shen Weixing said that Tsinghua law school’s hosting of the world Forum on the rule of law aims to show Chinese firm determination and great achievements in the construction of the rule of law, and promote dialogue and exchange between China and the world in the field of rule of law. He said that with the strengthening of the trend of world globalization, the business environment is increasingly facing the problem of how to better adapt to economic globalization, and the marketization, internationalization and legalization of the business environment have become an important direction of world economic development. Tsinghua law school is willing to work with universities and legal circles around the world to seize historical opportunities, hold a pragmatic attitude, constantly broaden channels and deepen cooperation, so as to make contributions to the construction of the rule of law in the world with Chinese wisdom and Chinese practice.

Mei Xiangrong said that since the founding of the world law forum, China has been committed to telling the story of Chinese rule of law and spreading the rule of law in China. Combined with the important speech of General Secretary Xi Jinping at the 40th anniversary celebration conference of the establishment of the Shenzhen Special Economic Zone, he analyzed the importance of optimizing the business environment, and hoped that the world law forum could enhance exchanges between experts and scholars and contribute to improving the business environment and the rule of law. In the future, Yingke law firm will continue to support Tsinghua University Law School in holding the world law forum.

After the opening ceremony, ,with the theme of “business environment and the construction of the rule of law”, the forum held eight modules focusing on specific topics such as “the development of business environment and civil and commercial law”, “the relationship between business environment and justice”, “legal education reform in the context of legal globalization”, “business environment and administrative management” and “business environment and cross-border investment” through two parallel venues. On the platform of the current world Forum on the rule of law, scholars and experts attending the meeting fully discussed the importance of building a legal business environment, and jointly explored how to rely on the rule of law to promote the optimization of business environment, promote economic development and enhance people’s well-being.

The first venue

At 9:30 a.m., the first section of the first session, “business environment and the development of civil and Commercial Law (1)” was held on time. The first section was presided over by Professor Shi Tiantao, Law School of Tsinghua University. Wang Yi, vice president of Renmin University of China and Dean of Law School; Gao Shengping, vice dean of Renmin University of China; Wang Chongmin, vice president of Hainan University; Yu Jianlong, Secretary General of China International Chamber of Commerce; Sally Wheeler, vice president of Australian National University and Dean of ANU law school; Long Weiqiu, Dean of Law School of Beijing University of Aeronautics and Astronautics; Lutz Christian, Dean of Law School of Chinese University of Hong Kong Wolff spoke separately.

First of all, Wang Yi, vice president of Renmin University of China and Dean of law school, congratulated the grand opening of the forum. Professor Gao Shengping then gave a lecture on “the functionalization of security interest and optimization of business environment in Chinese civil code”. He introduced in detail the major changes made to the system of security interest in the newly promulgated Civil Code.

Wang Chongmin, vice president of Hainan University, gave a report with the theme of “innovating ideas, breaking down institutional drawbacks – optimizing business environment with innovation of judicial security system as the core”. He pointed out that this year is the first year of the construction of Hainan free trade port. The rule of law creates a good business environment and market environment for comprehensively deepening the reform, and provides norms and institutional guarantee for the construction of the free trade port.

Yu Jianlong, Secretary General of the International Chamber of Commerce of China, expressed his views on promoting a diversified dispute resolution mechanism and optimizing the legal environment for business operation. He said that with the implementation of judicial reform measures such as diversified dispute resolution mechanism, the Chinese business legal environment has been significantly improved. He made a concrete analysis from the perspectives of legalization, specialization, informatization and internationalization, and pointed out the importance and value of improving the diversified dispute resolution mechanism with Chinese characteristics.

Sally Wheeler, vice president of Australian National University and Dean of Anu law school, delivered a speech focusing on “fast fashion and responsible investment assessment”. Sally Wheeler takes a British fast fashion company during the epidemic period as an example, pointing out that in the British fast fashion industry, the relevant green investment is often misled, and there must be relevant laws and regulations to guide the correct investment.
Long Weiqiu, Dean of the Law School of Beijing University of Aeronautics and Astronautics, delivered a speech on the topic of ensuring payment and business environment for SMEs. He pointed out that under the influence of the epidemic, the capital chain of small and medium-sized enterprises is very fragile. To protect the business environment is not only to solve the problem of free market transactions, but also to pay attention to the fairness of market transactions, especially in the case of small and medium-sized enterprises.
Lutz Christian Wolff, Dean of the Law School of the Chinese University of Hong Kong, spoke on the issue of flexibility and flexible enforcement of law. He said the flexibility of the law is an important part of the rule of law. At the same time, flexible enforcement of laws should be supplemented by terms or tools, so as to help us better ensure the predictability and certainty of flexible law enforcement.

At about 11:00 a.m., the second section of the first venue, “the relationship between business environment and justice”, was officially held. This section was hosted by Professor Li Hong, Law School of Tsinghua University. Kong Xiangjun, Dean of Law School of Shanghai Jiaotong University, Tan Cheng Han, Dean of Law School of City University of Hong Kong, sun Youhai, Dean of Law School of Tianjin University, Zuo Weimin, Dean of Law School of Sichuan University, Zhou Changjun, Dean of Law School of Shandong University, and Leng Chuanli, Dean of Law School of Guizhou University, delivered speeches respectively.
Kong Xiangjun, Dean of the Law School of Shanghai Jiaotong University, said that high-quality justice has a unique role in the business environment. A good business environment requires efficient and unified justice. Whether for economic development, scientific and technological innovation or commercial activities, it is very important to play a predictive and timely mediation role through justice. At present, judicial practice in the field of artificial intelligence has a positive impact on the improvement of business environment.
Tan Cheng Han, Dean of the Law School of City University of Hong Kong, gave a presentation on “anti corruption and business environment – Singapore experience”. He analyzed the relationship between Singapore’s anti-corruption actions and the improvement of business environment from the aspects of Singapore’s anti-corruption history. He said that the law is very important, and it is through effective law enforcement that Singapore has changed its political and business environment.

Sun Youhai, Dean of the Law School of Tianjin University, delivered a speech on the theme of “safeguarding administrative agreements according to law and optimizing the business environment under the rule of law”. Based on his own research experience, he pointed out the importance of administrative agreement to the improvement of business environment, discussed the legislative situation of administrative agreement in China, and explained the content of judicial interpretation. He pointed out that the trial of administrative agreement cases will help to promote the government’s reform of “deregulation, management and service”, innovate the administrative management mode and improve the business environment.
Zuo Weimin, President of Law School of Sichuan University, delivered a speech entitled “promoting the change of business environment through online litigation”. He expounded the relationship between the business environment and justice, and pointed out that efficient, fair and transparent justice is needed in the business environment. Later, he focused on the research progress of online litigation, and said that online litigation is innovative justice, which helps to improve the business environment.
Zhou Changjun, Dean of Law School of Shandong University, gave a speech on “criminal judicial protection of business environment”. In particular, he analyzed the criminal judicial protection of the business environment of private enterprises, and made a profound analysis of the aspects of criminal filing, compulsory measures, case handling, equal protection and the application and promotion of the system, and gave his views on how to provide a good business environment for private enterprises.

Leng Chuanli, Dean of the Law School of Guizhou University, made a speech on the theme of “fairness and efficiency are the important cornerstone of judicial optimization and protection of business environment”. She pointed out that to give full play to the role of justice in protecting the business environment, the first thing is to ensure the fairness of justice; the second is to ensure the high efficiency of justice; finally, we should give full play to the auxiliary role of contemporary science and technology in the judiciary, so as to realize the two values of judicial justice and efficiency.

At 14:00 p.m., the third section of the first venue, “business environment and development of civil and Commercial Law (2)” was held on time, with Professor Liang Shangshang from Tsinghua University School of law as the moderator. Cai Lidong, vice president of Jilin University; Yu Fei, Dean of the school of civil and commercial economics and law, China University of political science and law; Xu Diyu, Dean of Law School of Zhongnan University of Economics and Law; Qian Yulin, Dean of School of economics and law of East China University of Political Science and law; Mei Xiaying, Dean of Law School of University of international business and economics; and long Xinjun, director of Wang jianlaw School of Suzhou University, delivered speeches respectively.

Cai Lidong, vice president of Jilin University, presented a report entitled “promoting the improvement of our business environment through the full implementation of the civil code”. He said that the rule of law can contribute to the institutional security of business operation and improve the economic efficiency of business. The civil code is the code of civil and commercial affairs, the code of law and the code of rights. It is very important to implement the civil code in an all-round way for the improvement of the business environment.

Yu Fei, Dean of the school of civil and commercial economic law of China University of political science and law, gave a speech on “fair sharing of loss rules, predictability of risks and optimization of business environment”. He introduced the principle of fair sharing in detail, and improved the rules of fair sharing from the perspective of principles and exceptions. He said that the legal system of the market economy should try its best to improve the predictability and calculability of risks.

Xu Diyu, Dean of Law School of Zhongnan University of Finance and law, delivered a speech on the relationship between business environment and civil and commercial law. He said that the state is very concerned about the reconstruction of the business environment and has raised many problems in the form of reflection, which provides a new perspective for the study of issues such as how to optimize the business environment and the relationship between the business environment and civil and commercial law, and also brings more new directions for the participants.

Qian Yulin, Dean of the school of economics and law of East China University of political science and law, talked about his personal views on the reconstruction of the company law system. Qian Yulin said that the business environment is crucial to the company law, which is a tool directly serving companies. In a sense, the business environment is mainly around the company, so the legal system construction of the company is also of great significance to the business environment.

Mei Xiaying, Dean of the Law School of the University of international business and economics, delivered a speech on the theme of “key issues in the legalization of business environment”. He said the rule of law was a very important point in the business environment. In the construction of business environment legalization, we should pay attention to the equal protection of property rights, law enforcement, innovation and credit supervision, and at the same time pay attention to the localization and systematization of legal system.

Chang Xinjun, Professor of Wang Jian law school, Soochow University, gave a report on “business environment and post formalism interpretation method of civil code”. He pointed out that with the rapid development of social economy, the requirements for legal formality are also higher and higher. After the civil code comes into effect, it will have a great impact on the business environment, which is an important embodiment of the rule of law.
The fourth section of the first venue, “business environment and the development of civil and Commercial Law (3)” was hosted by Professor Wang Hongliang, Law School of Tsinghua University. Ye Jinqiang, Dean of Law School of Nanjing University, Ioannis kokkoris, Dean of Humanities and social sciences of Queen Mary University in London, Chu Beiping, Dean of Dalian Maritime University Law School, Li Shigang, vice president of Fudan University Law School, Yang Xiaoqiang, deputy director of Academic Committee of Law School of Sun Yat sen University, and Chen Jianlin, associate professor of the Law School of Melbourne University, delivered speeches respectively.
The theme of the speech by Ye Jinqiang, President of Law School of Nanjing University, is “the return of judicial interpretation function in the era of civil code”. He pointed out that the system of judicial interpretation is closely related to the evaluation of business environment, and made an in-depth and thorough analysis of the basic concept of judicial interpretation, the power source and reality of judicial interpretation, and the judicial interpretation examples in practice.
Ioannis Kokkoris, dean of the School of Humanities and Society at Queen Mary University of London, brought the keynote speech on “National security concerns and Industry Policy in M&A”. He gave a clear explanation of the US M&A review body and national security policy considerations, introduced some of the corresponding UK agencies and review methods, and offered personal insights on the structure, accountability, efficiency and other aspects of the review body.
Chu Beiping, Dean of the school of law of Dalian Maritime University, delivered a speech entitled “supplement of basic theories of commercial law and optimization of business environment”. He pointed out that in the construction of the rule of law in the business environment, it is more urgent to supplement specific theories. After the promulgation of the civil code, the basic theory of commercial law should be paid more attention, and the construction of commercial law rules can meet the needs of improving business environment.
Li Shigang, vice president of Law School of Fudan University, delivered a speech on the topic of “improvement of business environment and adjustment of guarantee system of civil code”. He pointed out that the compilation of the civil code was influenced by the evaluation of the business environment report of the world bank on Chinese state-owned business environment, and specifically analyzed the scoring points and the situation reflected in the report.
Yang Xiaoqiang, deputy director of the academic committee of Law School of Sun Yat sen University, made a speech focusing on the relationship between business environment and tax legislation. He discussed in depth the world bank’s main focus on taxation in business environment assessment, namely methodology, rules and cases, and focused on the aspects to be improved in Chinese tax indicators and the direction of efforts.

Chen Jianlin, an associate professor at the University of Melbourne Law School, discussed issues related to the legality and effectiveness of rental protection measures during the outbreak. He introduced the changes in Australia’s housing rental policies and agreements during the epidemic, pointing out that the key is to ensure legitimacy and effectiveness.

The second venue

At 9:30 a.m., the first section of the second conference, “legal education reform in the context of legal globalization”, was held on time, with Nie Xin, vice president of the Law School of Tsinghua University as the moderator. William Treanor, Dean of Georgetown University Law School, Feng Guo, Dean of Wuhan University Law School, Simon Chesterman, Dean of Law School of Jilin University, he Zhipeng, Dean of Law School of Jilin University, Adrew Lynch, Dean of Law School of New South Wales University of Australia, Li Shouping, Dean of law school of Beijing University of technology, Yihan, Dean of Law School of Singapore Management University Goh and Liu Chi, partner of Jun Zejun law firm, spoke respectively.

William Treanor, Dean of Georgetown University’s School of law, delivered a speech entitled “preparation for the practice of lawyers in the connected world”. He put forward the method of law school training lawyers in the Internet world, combined with the diversified curriculum of Georgetown University Law School and the training mode of international vision, elaborated the training trend of law school in the tide of globalization, and pointed out that universities can build diversified development mode by building cooperation networks.

Feng Guo, Dean of the Law School of Wuhan University, delivered a keynote speech entitled “legal education in the post epidemic era”. Feng Guo pointed out that it is a new development trend of law education in various countries under the background of globalization. He believes that we should play the role of international educational organizations, explore new educational models, enhance students’ ability to adapt to the needs of international competition, and strengthen the cultivation of interdisciplinary talents.

Simon Chesterman, Dean of the Law School of the National University of Singapore, delivered a keynote speech on “law teaching in the era of artificial intelligence”. He pointed out that the training mechanism of law schools should enable students to better adapt to the market demand, strengthen cooperation and communication with the practical and legal circles, break away from the simple teaching of legal provisions, and try to combine interdisciplinary with each other, so that students can master legal thinking and professional skills, and make students become more comprehensive legal talents.

He Zhipeng, Dean of Law School of Jilin University, made a report on the theme of “globalization of legal education under the influence of epidemic situation”. He said that there are two trends in legal education in the development of the epidemic: one is global localization, the other is local globalization. He pointed out that law schools should actively enhance their competitiveness, provide better resources as much as possible, and promote resource sharing by using network technology.
Andrew Lynch, Dean of the Law School of the University of New South Wales, Australia, gave a speech entitled “legal education reform in the context of legal globalization”. He pointed out that the discussion of legal education could not avoid the needs of globalization, and stressed the importance of practical cooperation for the cultivation of legal literacy. He said that only by taking root in China can we realize globalization better, and the research on local law and culture should occupy an important position in legal education.
Li Shouping, Dean of the Law School of Beijing University of technology, delivered a speech entitled “changes and changes in Chinese legal education in the post epidemic era”. Li Shouping thought about legal education from the influence of the current international situation. He believes that ideological and political literacy, legal thinking and legal ability are the important objectives of legal personnel training. The orientation of legal education should be changed from knowledge teaching to ability training, focusing on the cultivation of legal talents who meet the needs of the times and the major strategic needs of the country.

Yihan Goh, Dean of the Law School of Singapore Management University, gave a report entitled “legal education in the globalization of law and technological change”. Starting from the relationship between science and technology and law, he pointed out that legal practice, data protection, international commercial arbitration and other issues brought about by legal globalization need to be solved urgently. He pointed out that in the field of law education, students should be aware of globalization from the early stage of law learning.
Liu Chi, partner of JunZeJun Law Firm, delivered a speech on “thinking and suggestions on the cultivation of high-quality foreign-related legal talents”. He analyzed the market scale and employer demand of foreign-related legal talents from three aspects: the path, opportunity and cost of becoming a foreign lawyer.
The second section of the second venue, “business environment and administration”, was jointly presided over by Professor He Haibo and Professor Tian Siyuan of Law School of Tsinghua University. Mo Jihong, director of the Institute of international law, Chinese Academy of Social Sciences, Shang Wenjiang, vice president of Southwest University of political science and law, Cheng yanlei, vice president of Anhui University, Miao Lianying, President of Zhengzhou University Law School, Liu Fei, President of China EU Law School of China University of political science and law, and Xiao beigeng, President of Law School of Hunan Normal University, made speeches respectively.

Mo Jihong, director of the Institute of international law, Chinese Academy of Social Sciences, delivered a speech entitled “administration according to law is the best legal guarantee for business environment”. Combining with the regulations on optimizing business environment, Mo Jihong analyzed the regulation’s control over the government’s responsibilities from the legislative field, law enforcement field and government responsibility field. He said that only by transforming administration according to law into a habit of thinking can the business environment be effectively improved.
Shang Wenjiang, vice president of Southwest University of political science and law, delivered a report entitled “relationship between business environment and governance model”. He pointed out that the essence of the business environment lies in the governance model. Then, he takes audit work as an example to analyze the internal logic of the rule of law system. He said that social governance is closely related to the business environment, and flexible social governance is the dynamic soil for innovation.
Cheng yanlei, vice president of Anhui University, made a special report entitled “the appeal of optimizing business environment to administration according to law”. She said that to optimize the business environment, one is to straighten out the relationship between the government and the market, and the other is to ensure that all kinds of ownership economies in the market can be protected equally. She explained the relationship between property rights protection and business environment construction by taking the first batch of typical cases of property rights protection administrative litigation of the Supreme Court as an example.
Miao Lianying, Dean of the Law School of Zhengzhou University, made a report on “optimizing business environment and positioning government functions”. He pointed out that a good business environment involves the relationship between the government and the market, how to better play the role of the government, and the positioning of government functions. To optimize the business environment, we should establish sound, fair, transparent and open market rules. The government should play a role in market-oriented reform and carry out effective regulation and supervision.
Liu Fei, Dean of China EU law school, China University of political science and law, delivered a keynote speech on “the significance of administrative law in improving business environment”. He proposed that the administrative law is the basic law to improve the business environment and build a business environment under the rule of law. The core measure to improve the business environment is to promote the reform of “deregulation, management and service”. The basic goal is to change the government functions and achieve good law and good governance. The specific measures are to optimize and speed up the administrative process.
Xiao beigeng, President of the Law School of Hunan Normal University, made a report entitled “feasible space and specific ways to optimize the business environment of government procurement services”. He proposed that market access should be based on product demand to regulate the main conditions of business, promote fair competition, and ensure the order of government procurement. He said the government investment process should be more efficient to save costs and strengthen the timely resolution of disputes by relevant departments.
At 14:00 p.m., the third section of the second venue, “business environment and cross border investment (1)” was held on time, with Professor Tang Xin from Tsinghua University Law School as the moderator. Yang Song, vice president of Liaoning University; Kong Qingjiang, Dean of School of international law, China University of political science and law; Zhang Yuejiao, Professor of Law School of Tsinghua University; Wang Jiangyu, Professor of Law School of City University of Hong Kong; Wang Heng, Professor of Law School of New South Wales University of Australia; and Che Luyao, assistant professor of the School of international law, China University of political science and law.
Yang Song, vice president of Liaoning University, gave a report on “business environment and extraterritorial application of financial laws”. Yang song first elaborated and analyzed the characteristics of the extraterritorial application of American laws in the financial field, and pointed out that China should be aware of the advantages and potential of China in the new financial formats. She believes that in the new global financial format, we should make a long-term design from the legal system, and promote the extraterritorial application of relevant laws from the three aspects of legislation, law enforcement and justice.
Kong Qingjiang, Dean of the school of international law of China University of political science and law, delivered a keynote speech entitled “China options for ISDS mechanism in the negotiation of China Japan ROK free trade agreement”. He explained in detail the various models of ISDS mechanism, especially put forward specific policy suggestions for Chinese possible choices in the China Japan South Korea FTA.
Zhang Yuejiao, Professor of Law School of Tsinghua University, delivered a keynote speech on “the rule of law is the foundation of improving business environment”. She analyzed the importance of improving the business environment from a macro perspective, and pointed out that to promote the sustainable and healthy development of the Chinese economy, we must give better play to the role of the rule of law in the construction of business environment. She said that to improve the investment environment, on the one hand, we should protect the rights and interests of investors, and on the other hand, we should strengthen supervision.

Wang Jiangyu, Professor of the Law School of City University of Hong Kong, delivered a special report entitled “access regulations and international investment: Chinese business environment reform in a global context”. He analyzed Chinese response to the world bank’s assessment of the business environment from the perspectives of politics and law, company law and investment law.
Wang Heng, Professor of law at the University of New South Wales, Australia, delivered a speech entitled “cross border investment in the post epidemic era”. He mainly explained the novel coronavirus pneumonia’s challenges faced by transnational investment and the difficulties that state regulators, investors and other related entities might face, and pointed out that the rule of law can effectively solve the problem.
Che Luyao, assistant professor of the school of international law of China University of political science and law, delivered a report on the theme of “promulgation of foreign investment law and compulsory technology transfer”. She revealed the contradictions between the “foreign investment law” and the 301 report of the US side, and put forward policy suggestions within and outside the legislative amendments.
Yang Lin, the founding partner, global partner and executive director of the global board of directors of Pacific Century Pacific Century International Co., Ltd., was the moderator of the fourth section of the second venue, “business environment and cross border investment (2)”. From the perspective of South South cooperation, the senior consultant of hasana shared the suggestions from the perspective of South South cooperation and joint venture on sustainable development. In particular, he noted that cooperation between the public and private sectors is of great significance to improving the overall global business environment.
Song Debin, deputy general manager of overseas marketing department of CCCC, gave a report entitled “general situation of business environment in central and Eastern Europe and suggestions on market access and development”. Starting from the basic situation of central and Eastern European countries, he talked about the impact of geographical environment, economic environment, political environment and other factors on the business environment of central and Eastern European countries, as well as the challenges of business environment in central and Eastern Europe, and gave investment suggestions.
Ivana kopilovic, managing partner of the law firm in Belgrade, Serbia, presented a report on the theme “business environment and international investment in Serbia”. She introduced the situation of foreign investment in Serbia in 2019, the regulatory reform measures in Serbia and the provisions of investment law. Kopilovic introduced the long-term and long-term planning of investment projects by law firms through several typical foreign investment cases in Serbia.
Huang Jianwen, partner of Kingwood law firm, discussed the challenges and risks faced by enterprises going abroad and transnational operation in the post epidemic era. She pointed out that the current global industrial chain is facing deep adjustment and reconstruction, and it is necessary to consider building a new pattern of domestic and international dual circulation. Enterprises should be more active in responding, emphasizing high-quality sea going and transnational operation, and paying attention to the management of going abroad and the benefits and compliance of transnational operation.
Zhang Muhan, vice president of China Group Corporation Promotion Association, combined with relevant research results, analyzes how to deal with complicated international environment from macro, meso and micro perspectives, and gives suggestions on how to solve the pain points of international operation.
Liu Xiangwen, partner of Zhonglun law firm, delivered a speech entitled “risks and opportunities of cross-border investment under the current business law environment”. He cited the efforts made by the Chinese government to improve the business environment in recent years by combining cases and statistical data, and pointed out that the legalization of Chinese state-owned business environment is in the process of improvement, which requires the joint efforts of experts and scholars from all walks of life.
At about 5 pm on the 16th, Gao Simin, vice president of Tsinghua University Law School, presided over the closing ceremony of the meeting. Deng Haifeng, Secretary of the Party committee of the school of law of Tsinghua University, and Ms. Yang Lin, founding partner, global partner and executive director of the global board of directors, delivered speeches at the closing ceremony of the forum.

Deng Haifeng said that the forum, which involves various disciplines of traditional sector law, is a World Conference on rule of law with broad vision and distinct theme. Through the world Forum on the rule of law, lawyers from different disciplines and countries can communicate and inspire each other. The Law School of Tsinghua University will make joint efforts with law schools at home and abroad to cultivate legal talents with international vision and obtain academic achievements with contribution to the times. Finally, Deng Haifeng also expressed his special thanks to the faculty and student volunteers of Tsinghua law school for their efforts in the successful holding of this world Forum on the rule of law, as well as the long-term support of Yingke Law firm for the world Forum on the rule of law.

Since the foundation of Tsinghua University, the world Forum on rule of law has been held three times a year since its establishment. Focusing on the selected focus topics, the forum invited elites from all walks of life in the world to participate in keynote speeches and thematic discussions. The purpose of the forum is to build a high-end dialogue platform for the world’s legal elites, demonstrate Chinese firm determination and great achievements in the construction of the rule of law, seek constructive solutions to the key issues of global rule of law, and promote dialogue and exchange between China and the world in the field of rule of law.
