China Petroleum and Chemical Industry Federation Pang Guanglian and his party visited Yingke

On the morning of December 21, 2021, Pang Guanglian, Standing Committee Member of the Party Committee, Deputy Secretary General, Secretary General of the Foreign Investment Committee of China Petroleum and Chemical Industry Federation (hereinafter referred to as Petrochemical Federation), Secretary General of the China Petroleum and Chemical Industry International Capacity Cooperation Enterprise Alliance, Wang Yu, Executive Deputy Secretary General, Director of the International Cooperation Division of the International Department, and Wang Shuang, Deputy Director, visited Yingke Law Firm for a visit and exchange. They were warmly received by Yang Lin, founding partner, global partner and executive director of the global board of directors of Yingke International, Dr. Zhang Jun, director of the WTO/International Trade Remedies Center of Yingke, Wang Zhu, executive director of the Intellectual Property Department IV of Yingke Beijing, Wu Bo, lawyer of the financial and securities practice team ofYingke, and Gao Pinjia, lawyer of the management headquarters of Yingke International.

At the beginning of the meeting, Director Yang Lin expressed a warm welcome to the visit of Deputy Secretary-General Pang Guanglian and his delegation, and then introduced the 102 law firms of Yingke in China, as well as the history, status and philosophy of Yingke’s international development and the advantages and resources of Yingke’s global legal service network. Director Yang Lin talked about that Yingke started internationalization in 2010 and began globalization earlier among Chinese law firms, and today has formed a global legal service network covering 83 countries and 145 international cities around the world. Yingke has selected foreign law firms that identify with China’s development, have a high degree of professionalism and understand Chinese culture to join Yingke’s global legal service network; in recent years, Yingke has established Yingke’s direct law firms in some countries and regions with a high concentration of Chinese corporate investments, including the United States, Germany, Australia, Korea, Mongolia, the United Arab Emirates, and three countries in Central Asia, namely Kazakhstan, Kyrgyzstan and Uzbekistan. Director Yang Lin expressed her hope to strengthen the communication and cooperation with the Petrochemical Federation and provide professional and efficient legal services for global enterprises across languages, cultures and jurisdictions, so as to escort the global development of enterprises.

Next, Pang Guanglian introduced the overview, strengths and advantageous organizations and projects of the Petrochemical Federation. He introduced that the Petrochemical Federation was established on April 28, 2001, formerly known as the Ministry of Chemical Industry of China, and is directly under the business guidance and supervision of major ministries and commissions such as the Development and Reform Commission, the Ministry of Industry and Information Technology, and the State-owned Assets Supervision and Administration Commission. Petrochemical Federation currently has more than 1,900 members, covering more than 85% of the industry companies in various fields of China’s petroleum and chemical industries, such as PetroChina, Sinopec, CNOOC, Sinochem, China Chemical, China Chemical Engineering, Shenhua Group and Shaanxi Yanchang. The main functional responsibilities of FPC are economic operation monitoring, industrial policy and development planning, quality, health, safety and environment related regulations and initiatives, national R&D science and technology innovation awards and R&D project management, national and industry standards management, international exchange and cooperation, and providing services and support to chemical parks. He also mentioned that FPC has been a voice in international conferences and events, with growing international influence and the Foreign Investment Committee bringing together top global petrochemical multinationals. FPC has also created an open innovation and cooperation platform for technology incubation, optimization, etc. The FPC has organized numerous international branded conferences and events, such as the China International Petroleum and Chemical Conference and the Asia Refining and Petrochemical Technology Conference. Through the International Production Capacity Cooperation Enterprise Alliance, FPC carries out government projects, special reports and other work.

Wang Yu, Executive Deputy Secretary General of FPC and Director of International Cooperation Department of International Department, and Wang Shuang, Deputy Director of FPC supplemented the speech of Deputy Secretary General Pang Guanglian. The two said that the petrochemical federation plays an important role as a bridge and link between enterprises and the government to help the positive cycle of value for each partner, and insists on scientific innovation as the source of power to promote future development.

Dr. Jun Zhang, Director of Yingke’s WTO/International Trade Remedies Center, Mr. Wang Zhu, Executive Director of Yingke’s Beijing Intellectual Property Department IV, and Mr. Wu Bo from Yingke’s Finance and Securities Practice Group made presentations on their respective areas of expertise. Dr. Zhang Jun introduced his practical experience in China’s foreign anti-dumping and countervailing actions, and the anti-dumping and countervailing cases he has represented in the U.S., EU, Canada, Australia and Southeast Asia. Dr. Zhang Jun also introduced different types of cases such as U.S. 301 investigation, 232 investigation, 337 investigation, anti-circumvention investigation and U.S. Customs anti-avoidance investigation. Director Wang Zhu mainly introduced the core technology protection and rights protection for chemical companies. He also shared his experience in domestic and foreign patent layout of core technologies, construction of trade secret confidentiality system, patent rights protection, civil and criminal rights protection of trade secrets, patent invalidation, and free implementation analysis report. Mr. Wu Bo mainly shared his experience in financial and securities business and in the process of being the permanent legal advisor of the State Grid on carbon peaking, carbon neutrality, green energy, etc.

After the meeting, Pang Guanglian and his delegation visited the office area of Yingke’s headquarter in Beijing, accompanied by Yang Lin, director of Yingke, and introduced the digital office environment, big data control platform, multi-functional conference hall, party building room and other supporting facilities of Yingke. Pang Guanglian and his entourage concluded that they had strengthened their understanding of Yingke through this communication and looked forward to more involvement of Yingke lawyers in the work, projects and activities organized by the Petrochemical Federation, and that they would subsequently start in-depth communication on specific cooperation.
