He is author of the Mexican Telecommunications Chapter in the annual publication, “Telecommunications Law & Practice”, compiled by Colin Long (Sweet & Maxwell, London). He is an active member of the Mexican Bar Association (BMA), the National Lawyers College of Mexico (INCAMEX) and the International Association of Young Lawyers (AIJA), where he serves as a member of the Executive Committee, has acted as National Representative for Mexico (2006-2009) and as Vice-President of the Telecommunications & Energy Commission (2004-2007).
Ricardo Chacón is a founding partner of C&R and counsels domestic and foreign clients in international transactions implementing corporate and financial structures for business associations. His more than 18 years of legal expertise includes practicing in corporate law, mergers & acquisitions, securities, telecommunications, foreign investment, project finance, antitrust, sports law and all forms of commercial contracts. Ricardo Chacón advises telecommunication companies, has created different telecom structures and associations, and has advised in obtaining concessions and permits for telephone carriers, public telephony, satellite services and value added services.
He holds a Law Degree from Universidad Panamericana, a Master of Laws (LL.M.) from The University of Texas at Austin, a Postgraduate Degree in Corporate-Economic Law from Universidad Panamericana, and a second Master degree in Corporate Law from Universidad Panamericana. He was elected President of Masters in Corporate Law Graduate Students (Class 2007). To further develop his subject specialty areas, Mr. Chacón completed a Postgraduate Course in Telecommunications from Instituto Tecnológico Autónomo de México (ITAM), attended the Program of Instruction for Lawyers at Harvard Law School, and completed a Postgraduate Course in International Business Transactions at Escuela Libre de Derecho. He has been a Law Professor of Negotiation at Universidad Panamericana and teaches Commercial Law at Universidad La Salle. He has also been a Law Professor of Antitrust, Corporate Law and International Arbitration at Universidad La Salle.

Joaquín Rodríguez advises Mexican and foreign investor clients on mergers, acquisitions and divestitures, real estate transactions, joint ventures, distribution agreements, private equity and sale/acquisition of assets and shares. His broad industry expertise includes pharmaceuticals, consumer products, health care, automotive, real estate and market research.
Joaquín Rodríguez is a founding partner of C&R, has extensive experience of over 20 years in a wide range of Mexican and international matters, including transactional, foreign investment, corporate, commercial, mergers and acquisitions, antitrust law, labour, aviation and arbitration.
Joaquin Rodríguez is a frequent speaker at leading lawyer associations in Mexico and Latin America, the United States, Canada and Europe, including the International Bar Association (IBA), the American Bar Association (ABA) and the International Association of Young Lawyers (AIJA), where he provides insights regarding his areas of legal expertise. He is an active member of the Mexican Bar Association (BMA), American Bar Association (ABA) current Vice-Chair of the Mexican Law Committee of the International Law Section; and AIJA, where he has held several positions, including serving as National Representative for Mexico (2003-2006) during which he chaired the Annual Congress in Mexico 2005.
Joaquín Rodríguez holds a Law Degree and a Graduate Program in Commercial Law from Universidad Panamericana, a Master of Laws (LL.M.) and a Licentiate in International Transactions Involving the US from The University of California, Davis, and a Diploma in Real Estate Law from Universidad Nacional Autónoma de México (UNAM). Samuel Chacón is a partner of C&R. He focuses his practice on corporate and commercial law, international transactions, financial law, project finance, M&A, antitrust, entrepreneurial law, foreign investment and governmental processes. Additionally, Samuel Chacón expertise includes aviation law, leasing, finance property rights and recovery of goods.
He is the author of several articles published at ITAM’s business magazine, North Carolina Bar Association, the North American Free Trade and Investment Report and the Latin American Free Trade & Investment Report; among others. He is co-author of the book “China Outbound Investments” published by CCH Hong Kong Limited (Wolters Kluwer Group) and author of the Mexico’s chapter of the 1st. edition of the International Comparative Legal Guide to Aviation Law published by Global Legal Group, Ltd.
Samuel Chacón was considered as a prominent lawyer specialized in Aviation Law by Who´s Who Legal on 2012 and 2013 and awarded by Global Law Experts as a “Recommended Attorney” in 2011 in project finance.
He is also a law professor at ITAM, since 2010 teaching Corporate and Mercantile Law.

He is author of the guide “Investing and Doing Business in Mexico City” addressed to Chinese investors, published by the Ministry of Economic Development of Mexico City. Victor has several years of work experience in the legal field, focusing his practice on business development between Mexico and China, cross border transactions, foreign investments, contracts, corporate law and real estate. Since 2013 Victor serves as General Secretary and Legal Director of the Mexican Chamber of Commerce in China (MEXCHAM).
Victor Cadena holds a Law Degree (JD equivalent) by the National University Autonomous of Mexico (UNAM) and Master of Law in Political Science (International Relations) by Tsinghua University. He holds Diplomas in Finance Regulations by the Mexican Stock Exchange and in Administrative Law by UNAM. He also performed as researcher at the China-Mexico Studies Centre in Mexico (CECHIMEX) and the University of International Business in Economics (UIBE) in China.
Victor is based in Beijing and is fluent in Spanish and English and conversational Chinese.
