Dr. Lipa Meir is the founding partner of Lipa Meir & Co., Law Firm. The firm was founded by Lipa in 1987 and today it is one of the largest and most prestigious law firms in Israel, with more than 80 lawyers. Following his admission to the Israel Bar Association in 1974, Dr. Lipa Meir began working as an associate at the law firm of Herzog, Fox & Neeman and in 1978 became a partner in the firm and continued to work there until 1987.
Lipa received his Ph.D. from the University of Toronto, Canada in 1984. His doctoral thesis is in the area of Law and Economics, and focuses on the involvement of commercial banks in securities activities, and includes comparative study in this matter in regards to United States, Canada, Israel, Britain and Germany.
With over 35 years of experience, Lipa is considered one of the leading experts in Israel on corporate law with a particular expertise in the areas of insolvency bankruptcy, receivership, liquidation and stay of proceedings), corporate recovery, corporate reorganization, restructuring of corporate debts, creditors’ arrangements and banking..
Lipa has been involved in the largest and most important insolvency and debt arrangements cases. Among the most prominent cases Lipa was involved in are: ATA Textile Ltd., where he served as receiver; representing the debenture holders in the arrangement made with Africa Israel; representing Delek Real Estate in the arrangement with its debentures holders; representing IDB Development in its creditors’ arrangement; served as a court appointed Trustee in the stay of proceedings of the Hadassah Ein Kerem Hospital and represented the Israeli Postal Company in its recovery/rehabilitation process. In addition, Lipa advises to large debtors in their personal arrangements with the banking system.
Between 2000 to 2010 Lipa was a member of the appointed committee of the cooperative Co-Op Blue Square Israel, and acted in this capacity to realize the assets of the cooperative for a total of more than NIS1.6 Billion and to reach a settlement between the cooperative and its members. In 2009 Lipa was appointed as the liquidator of Co-Op.
In addition to his practice of law, Lipa is a member in the Board of Trustees of Bar-Ilan University and the Chairman of the Council of Trustees and the Permanent Committee of the University. Lipa is also a member of the Board of Trustees of Netanya Academic College and the Chairman of the Steering Committee of the law school program for outstanding students at the College. Lipa also serves as a judge in the supreme court of the World Zionist Organization.
From 2007 to 2010 Lipa had served as the Chairman of the National Disciplinary Court of the Israel Bar Association and as the Chairman of the Public Advisory Committee advising on the issues of dumping and trade levies.
Lipa was a lecturer on Corporate Law and Corporate Rehabilitation at Bar-Ilan University Law School and Netanya Academic College and taught many seminars and courses at the Israel Bar Association, Institute of Certified Public Accountants in Israel and others, and he still serves from time to time as a guest lecturer in important conferences.
